Keep printed job-card sheets for the rare hours without internet. Enter them in the software when the connection is back.
Use mobile data as a second connection
A phone hotspot on a different network is often enough to run the counter.

Send bills and reminders in batches when the connection is good.
Take regular backups
Make sure your data is backed up every night and that you can download it whenever you want.
